ARS 39-121 gives the public the right to inspect government records during office hours. However, the Houston v. Maricopa County ruling created new limits on posting mugshots and personal data publicly. This is why Cochise County stopped posting the jail roster online.

You can still request records in writing. Include the person's name and approximate date of incident. The NextRequest portal makes this easier. Some records stay restricted, like juvenile cases and ongoing investigations.
